MISSION STATEMENT
The mission of the MDR is to promote and facilitate off-road motorcycle riding and competition
OBJECTIVES Provide a grass-roots entry into competitive off-road riding Emphasize safe and respectful riding practices while minimizing environmental impact Create a positive and cooperative relationship with the community at large CONSTITUTION This constitution may be amended by a two - thirds vote of the members in attendance at a meeting called for stated purpose BOARD Consist of a minimum of 5 members to a maximum of 8 voted onto the board by the MDR membership at the annual general meeting Hold an annual general meeting on or around the third weekend of November Act on behalf of the MDR, and have general supervision over all MDR proceedings Ensure a quorum of no less than Three (3) of the elected board members is maintained Assign specific designations to members elected to the board Maintain essential positions within the board at all times including, but are not limited to: President Will preside over meetings Provide general supervision of all club affairs Must have competed in at least one competitive event in the current year unless otherwise specified. Vice President Will fulfill required duties of President in their absence Secretary Will maintain all records of MDR Record minutes at all official meetings Send out notice of meetings or events Handle club correspondence Treasurer Will collect membership dues and fees Maintain MDR financial accounts Prepare Financial statements as required Disperse funds as required at the direction of the MDR Veteran minimum age 30 on day of event.
C. Numbers D. Equipment (a)D.O.T. FMVSS 218 Manufactured in 1989 or later. For D.O.T. helmets the original label indicating the month and year of manufacture must be affixed to the helmet. 2. Appropriate motocross style boots must be worn, as well as goggles. 3. Gloves and a chest protector are not mandatory but highly recommended 4. The official in charge may refuse to allow any rider to start whose machine, in his opinion, is not in a safe or legal operating condition. E. PrizesTrophies will be awarded to each official class up to 3rd place. “AA Class” payout will be 100% of entry fee into class. Break down of pay-outs shall be 50% / 30% / 20% respectively for 1st / 2nd / 3rd. In addition minor merchandise prizes may also be given. F. Layout1. The course shall be clearly and adequately marked and all danger points will be designated by either a Marshall or danger markers. Where a definite line must be taken, there shall be at least two arrows on each side of the trail on the same course marker. 2. The starting line must be wide enough to accommodate the number of riders in each class. 3. There shall be adequate distance from the start of the first obstacle and the course of this distance shall be wide enough to accommodate safe passing. 4. Organizers will take every precaution to lay out the course to prevent course cutting. 5. When the course is laid out on private property, permission for use shall be obtained. G. Organization1. A Head Race Marshal shall be present all events held by the Manitoba Dirt Riders 2. A vehicle equipped with first aid treatment, and trained personnel, will be on the premises for the duration of the event. 3. No practicing on the course the day of the event. 4. A riders’ meeting shall be held prior to the event, to give the information on scoring, time length, gas area, start procedure, etc.
5. The scoring system may be a Transponder system, computer entry or lap scoring. 6. There will be a single scoring lane, with a minimum of 2 lap scorers present, and all riders must pass through that area 7. Starts must be dead engine with each class starting at two-minute intervals. The official start will be when the first group leaves the starting line. . 8. The start procedure shall be by raising the start flag ten seconds prior to the start and the dropping of the flag shall be the start signal. A shotgun start may also be used. 9. An event shall be considered as started when the starting signal is given. A false start will be when a machine is started before the start signal. Penalty for a false start shall be one lap in the results. 10. If a rider fails to start his machine within 60 seconds, he shall be motioned to the side of the starting line by the starter, or designated person, to avoid interference with the next row. 11. The organizer must check before each line is started to ensure riders are in their correct class. Riders starting in advance of their proper class will be penalized one lap. 12. Once the race has started, a rider may not change bikes. No rider switches may be made, one rider per bike (except team events). 13. Riders may leave the course to avoid obstacles or fallen riders, but must stay within sight of the course markings. 14. Riders may not leave the course in open areas where motocross style course markings are in use (ribbon, rope, banners, etc). If a rider does leave the course in said areas, he must re-enter the course at or behind the point of exit, pit lane area excepted. Penalty for infraction is – 5 positions in the results.
15. Where double course markings are used on both sides of the course, riders must stay between them (i.e. 4 arrows, 2 each tree). Penalty is exclusion. 16. Marshals must take every precaution to see that riders do not cut the course. Penalty for course cutting is exclusion. 17. The only persons authorized to stop an event is the Head Race marshal or his delegate and this shall be done by holding the Red flag overhead and all competitors must stop riding immediately. 18. Where an event is stopped, the positions of the riders at the last check over the finish line, previous to the stop signal, shall be considered the finishing positions. The rider responsible for the stoppage will be placed last in the results. 19. Where a event is restarted, the rider responsible shall be placed last in the restart positions. When a scoring lap has not been completed, they will start behind the others. 20. All those who originally started will be eligible to restart, providing they are ready within two (2) minutes of the specified time of the restart, except where the race was stopped due to a fallen rider’s inability to get off the track because of apparent injury. In that case, the rider may not restart.
21. Treatment of restarts, including any penalties applied, shall be administered in the context that restarts (one or more), are nothing neither more nor less than a continuation of the original start. Riders who originally started (i.e. were on the line and came under the starters orders in the original or first of any given race) and are not subject to permanent exclusion from the balance of the original race are eligible to restart or rejoin the race at any time during its course. 22. If an accident should occur on the start, where a rider cannot be moved in time for the next row of starters, and there is not room to route the riders safely around, the remaining rows will not start until it is safe to do so. If the first riders complete a full lap of the course, and all the remaining rows have not been started, there will be a restart. Sufficient time must be given for all riders to clear the course and get back in their proper starting order. 23. Displaying the checker flag will terminate a race. This will be when the time period has elapsed. The finish line must be clearly marked and a safe distance before the scoring lanes. Riders must then enter the scoring lane in the order they reach the finish line. 24. A time clock must be displayed at a point within sight of the rider when his number is being recorded. 25. Final results shall be based on the number of full laps completed. Where two or more riders have completed an equal number of laps, the results will be based on the time in which they completed the final lap. H. Entry Fees 1. Kid/youth classes - $20.00
All Adult classes - $30.00 Entry into the Novice and advance women classes will be based on age 2. To properly enter a class, each rider must complete and sign in ink a MDR Event Entry Form and show proof of his/her MDR Membership with the entry and payment to sign-up personnel during hours designated for this purpose. At the discretion of the MDR, a “late entry fee” may be attached to the normal entry fee after sign-up has officially closed.
3.All personnel must sign applicable waivers to enter a race, however, A parental consent for must be signed by the parent/guardian of anyone under the age of 16. I. MEMBERSHIP 1. Membership to MDR will be renewed annually at a cost of $25 per member 2. A day pass for persons not wanting a seasonal membership will be available on the day of an event, at a cost of $15. These passes are non-transferable day passes that permit the holder to enter the event held on that day only 3. An annual membership enables the holding member access to all organized MDR events as well as voting privileges at the annual general meeting 4. Non- competitive enthusiast memberships will be available at a cost of $20 for riders wishing to be associated in non competitive events. 5. As a competitive member you will be given a window decal and membership number. Ensure you have access to you membership number and your decal is affixed to something at the event i.e.: vehicle window or toolbox 6. MDR reserves the right to revoke membership from anyone who conducts themselves in a manner deemed dangerous to the membership or MDR organization E. EVENT SAFETY 1. All club members are expected to conduct themselves in as safe of manner possible 2. Any hazards are to be reported to the closest Marshal or MDR representative immediately 3. MDR has adopted a zero tolerance policy regarding drugs and alcohol - Drugs and alcohol are not permitted at MDR events - Anyone suspected of using drugs or alcohol before an event will be banned from the event without refund - Anyone reported to have entered an event under the influence of drugs or alcohol will be banned from all MDR events indefinitely 4. All forms of fireworks are strictly banned from MDR events. - Anyone caught discharging fireworks will be banned from all MDR events indefinitely 5. Campfires/open fires will only be permitted in designated areas; permission must first be obtained by a MDR executive/board member 6. Bikes may only be operated on the designated course. - Bikes are permitted to be ridden in first gear idle speed only from the camping/pit area to the competition area - Anyone caught free lancing or riding in a manner other than described above will face penalties ranging from starting backwards to expulsion from event 7. Only riders and one personal mechanic or designate are permitted in the competition area and refuelling area. - The personal mechanic or designate must have signed the additional waiver and have a wristband authorizing access to the area - The personal mechanic or designate must not be under the age of 14 years 8. All persons in the camping area/Day pit will be required to wear a wrist band - Only persons with wrist bands will be authorized in this area - Spectators will not be authorized into this area - Pre-riding of the course may occur the day before the event but only with an MDR designated escort and all riding must cease at least 1 hour before dusk, but may occur earlier. All pre-riding will be at the discretion of the course marshal.

BYLAWS
Proposed by-laws
1. Membership to the Manitoba Dirt Riders is obtained by paying a membership fee of $25.00 for a competition membership, or $20.00 for a non-competition membership. This provides membership for the calendar year.
2. Voting membership to the Manitoba Dirt Riders is obtained by becoming a member of the Manitoba Dirt Riders.
3. Membership to Manitoba Dirt Riders is not transferable.
4. Withdrawal from membership to the Manitoba Dirt Riders can be done by the member providing the board of directors with a written request for withdrawal. Manitoba Dirt Riders reserves the right to revoke membership from anyone who conducts themselves in a manner deemed dangerous to the membership or the Manitoba Dirt Riders organization.
5. Meetings
a) General meetings will be held annually at a location and date decided upon by the board of directors.
b) A majority vote will determine questions in meetings unless the Act or these by-laws otherwise provide.
c) Notice to the membership of meetings will be done by email to the membership. Notice will be given 28 days prior to the meeting.
d) Notice must contain sufficient information to allow the members to form a reasoned judgment, if special business is to be conducted at a meeting.
e) Quorum for meetings shall be 5
f) A minimum of 20% of the voting membership are needed to requisition the directors to call a special general meeting.
6. Directors
a) Directors of the Board will consist of a minimum of 5 members, to a maximum of 8 members.
b) The number of board members outside of this range can be changed at a general meeting.
c) Directors will be voted onto the board at the annual general meeting.
d) Only members holding an Officers position may be eligible to be voted to into a Directors position
e) Proxy votes may be performed by Board members to other Board members, either in writing, or via Text Message
f) Directors must be 18 years of age, and have the capacity under law to contract.
g) A term of office for a Director is 2 years.
h) President, Secretary, and Officer – Rep, are elected on odd years
I) Vice President, Treasurer, and Rider-ship Rep are elected on even years
j) A Director can be removed from the Board, by a majority vote of the voting Board members and Officer’s at a specifically called meeting.
k) A Director can ask to be released from his/her duties on the board by submitting the request in writing to the Board.
l) The Board of Directors has the power to manage the corporation.
m) Directors will receive no remuneration from the corporation.
n) Directors meeting’s may be done at a time and place decided upon by the directors, or by teleconference. The minimum number of directors required to call such a meeting is 2.
o) Notice of Directors meetings will be given to the director no less than 7 days prior to the meeting.
p) A quorum for the Board of Directors is 3.
q) Directors decisions are to be made by consensus unless the Act provides otherwise. Consensus is defined as: Agreement, or by unanimity. If consensus is not reached on a decision, a vote will be held by the directors. A majority vote is required for passing decisions by vote.
r) Voting rights of all Directors are equal.
s) The President, Vice President, Secretary, and Treasurer can sign documents on behalf of the Corporation.
7. Officers:
a) Officers will be appointed by the Directors.
b) An officer need not be of the membership.
c) The term of an Officer's duties will be 1 year, with repeat appointment allowed.
d) Removal of an officer will be done by the following means. Removal of the Officer by the Directors, or The Officer requesting in writing to the Board of Directors to release him/her from their duties.
e) No remuneration will be given to the Officers
f) DUTIES OF OFFICERS
Head Race Marshal - duties are pertaining to all matters associated with the officiating the off road race. Safety of the racers and the insurance of sportsmanship will be this officer's prime concern.
Course Marshal - duties will include setting of the course, mobilizing volunteers for course development, marking of the course, removal of course markings after the event, course maintenance.
Race Day Marshal - duties will include overseeing all race day deployment of volunteers, oversee the gate, the pits, spectator areas. Direct any security personal on race day. Technical Officer - duties will include overseeing the Sign In process on race day, the Lap Counting, the Scoring process of the race day. Logistics Officer - duties will include overseeing the gate, non track related volunteers, generators, heaters, etc.
(All officers will cooperate with each other. The Directors are available to the Officers for consultation)
g) Manitoba Dirt Riders at this time does not have a corporate seal. If and when it does have a corporate seal the secretary of will have custody of the seal.
8. Amendment to By-Laws
a) By-Law amendments can be made at a membership meeting with a majority vote from the voting membership. By-Laws related to the requirements of subsection 155(2) of the Act. Shall not be enforced or acted upon until approval of the minister has been obtained.
9. Auditor
a) An audit will be conducted on the finances of the corporation yearly. Membership will appoint the auditor at its annual meeting. Results will be presented at the next annual general meeting to the voting membership.

B. LicensingRiders must hold a Manitoba Dirt Rider membership to enter Hare Scrambles.
Masters minimum age 40 on day of event
1. Members are encouraged to have a green background with white numbers, matching there MDR membership number, however, organizers will honor existing bike numbers / color schemes providing they match membership number. In the event of a discrepancy, rider will be provided 1piece of adhesive paper or tape, minimum 2-inch square, showing rider’s assigned number and class designation. This will be placed on the side of the front number plate of the motorcycle
1. Approved helmets must be certified by the manufacturer as meeting at least one of the following standards, and must have the official certification label(s) affixed clearly visible/not painted over.
